UK English does have different rules, one of which is that their punctuation is sometimes outside the quotation marks (but I don't know the rules for that - I might be able to parse them when reading UK stuff, but I don't notice them to be able to outline them like the American English).
ETA: But china_shop explains below. It's only quotes where the writer is quoting someone else's statement, not dialogue (and that was my understanding as well, I just wasn't confident enough to put it in writing).
